The Russell County School District is seeking applicants to become surrogate parents under the Individuals with Disabilities Education Act.  A surrogate is needed when a biological or adoptive parent’s rights have been terminated or the parent cannot be located to participate in meetings for his/her child.  The surrogate parent’s role is to act on behalf of the student and make educational decisions when students are referred to, evaluated, or placed in the Exceptional Education Program.  Per the Russell County School District Special Education Procedures:

  1. “A surrogate shall not be an employee of KDE, the Russell County School District, or any other agency that is involved in the education or care of the child”

  2. “A surrogate shall not have any personal or professional interest that conflict with the interest of the child”

  3. “A surrogate shall have knowledge and skills that ensure adequate representation of the child”

If you will serve as a surrogate parent, and you are available to attend periodic Admission and Release Committee meetings, please contact:  Sandra Dick, Director of Exceptional Education, at 270.343.3191. An appointment will be scheduled for you to attend a brief training at your convenience.
